About This Service
Federal regulations under 49 CFR Part 382 require motor carriers with drivers holding a Commercial Driver's License (CDL) to maintain a DOT-compliant drug and alcohol testing program. This program must include pre-employment testing, ongoing random testing, and proper record-keeping.
**Who Is Required to Comply** Any motor carrier employing CDL drivers in safety-sensitive functions must maintain a compliant testing program. This includes owner-operators who lease their services to a motor carrier and independent operators who must join a consortium.
**What Is Required**
- Pre-employment drug testing for all new CDL drivers before operating
- Random testing: FMCSA mandates at least 50% of the CDL driver pool be tested for controlled substances annually; 10% for alcohol
- Post-accident testing when required under regulatory thresholds
- Return-to-duty and follow-up testing protocols

- Enrollment in a DOT-compliant testing consortium
- Clinic finder service — a qualified collection site is located near the driver
- DOT testing forms with a scannable code delivered directly to the clinic
- Automatic enrollment in the random selection program upon clear results
- Certificate of enrollment valid for one year
**Pricing:** $90 enrollment fee + $150 per driver. Each driver is enrolled individually.
Non-compliance with DOT drug testing requirements can result in out-of-service orders, loss of operating authority, and significant civil penalties.
Filing Process
Carrier is enrolled in a DOT-compliant drug testing consortium
A qualified collection clinic is located near each driver's location
Testing forms with a scannable clinic code are emailed directly to each driver
Results are processed and clear drivers are automatically enrolled in the random selection pool
Certificate of enrollment is issued for each driver (valid 1 year)
